Mr. Conner called the meeting to order and explained procedures for the evening.
INFORMAL MATTER
CASE NO. 3425 – FOUR OC LLC – COMMERCE WAY
Sitting: Peter Conner, A. Wendy Longo, William Keohan, David Peck, and Robert Richard.
Attorney Betters, representing the petitioner, said that the site is across from Colony Place. Condition No. 3 required that the petitioner return with each phase of the project. The Sovereign Bank/Dunkin Donuts and HarborOne Credit Union are ready to move forward and would like to present their architectural and site plans.
Mr. Glick, Symmes Maini & McKee Associates, said that the Sovereign Bank is 3,000 sq. ft. The Dunkin Donuts is 1,200 sq. ft. for a total of a 4,200 sq. ft. building. There is one single drive entrance that splits into a drive-thru for the bank and a drive-thru for the Dunkin Donuts. The menu board is separated from the pick up window by a stop sign. Employees will not take orders when there are three cars in the pick up area. The exist from the bank drive-thru has a stop sign so cars can cross between the menu board and the pick up lane. Wall Packs will be on the building for lighting.
Mr. Wallace, property owner said that there was an enormous cueing lane.
Mr. Meehl, Sovereign Bank, said there is a bypass lane to get out if you do not want to wait in the lines.
A very lengthy discussion on the safety of the drive-thru crossing each other took place between the petitioner, property owner, and the Board.
Ms. McMahon, HarborOne Credit Union, said that the branch will be 3400 sq. ft. Parking will be in front of the building. There will be two drive-up windows and one ATM lane. There is an escape lane. The building will be brick veneer.
Attorney Betters said that the Design Review Board comments were made post meeting and Sovereign Bank likes the building design.
Mrs. Longo made a motion to approve the HarborOne building pursuant to Condition No. 3.
Mr. Peck seconded.
The Board unanimously voted to approve the HarborOne Credit Union as presented and further voted not to approve the Sovereign Bank/Dunkin Donuts as currently designed. The Board requested that the Petitioner consider reconfiguring the drive-through lanes for Sovereign Bank and Dunkin Donuts and return to the Board with revised plans.
CASE NO. 3405 – S & C CONSTRUCTION – BRALEY LANE – Continued from February 28, 2007.

Attorney Cutler, Kopelman & Paige was present.
Attorney Betters, representing the petitioner, said that the parking area has been reconfigured. The parking spaces have been moved away from the buildings. Landscaping has been supplemented.
Mr. Fuller, Landscape Architect, said that a solid wood fence and evergreens will be used to screen the adjacent Habitat house. Islands have been added to the parking lot. The swales have been eliminated. There is only one driveway. Shade trees have been added on Braley Lane.
Attorney Cutler asked the petitioner if the curbing material was specified.
Mr. Kotowski, Webby Engineering, replied that it was a Cape Cod berm.
Attorney Betters said that a grade change (sloping) with 6” deep catch basins will keep water off Braley Lane. The petitioner would like the Board to expedite this permit as quickly as possible.
The Board reviewed the conditions and waivers with Attorney Cutler.
Mr. Main made a motion to continue Case No. 3405 to May 2, 3007 at 8:30 p.m.
Mr. Peck seconded.
Unanimously continued.
No further business came before the Board.
